CONVENTION CYCLE 101STEP 1: PRECINCT MASS MEETINGThe precinct mass meeting is the first step in the political convention process and is held every odd-numbered year as well as in any year with a Presidential election. The mass meeting is the first opportunity for Republican voters to choose their party leadership and present resolutions for the party platform. There are over 429 precincts in Fulton County, each led by a Precinct Executive Committee (Chair, Vice Chair, Secretary, and Treasurer) that is voted into office at the Precinct Mass Meeting in an odd-numbered year. A Precinct Committee is the first level of the political organization for the Fulton County Republican Party (FCRP). The second level of our organization is comprised of a House District Committee (Chair, Vice Chair, Secretary, and Treasurer). House Districts can be made up of anywhere between 2 to 40 precincts, depending on where they are located. As before, House District Committee elections are held in all odd-numbered years. To serve as any elected party officer, one must be registered to vote in Fulton County and a current dues paying member. Following the election of all officers, voters may then elect delegates and alternate delegates to the county convention. Finally, they may consider and vote on any resolutions presented by a participant. The election of delegates and the consideration of resolutions is conducted every convention cycle. You do not need to be a member of the FCRP to attend a precinct mass meeting, however, you may be asked to sign an oath of affiliation at the meeting stating that you will not participate in other parties’ business during that year’s convention cycle. Precinct Mass Meetings may be held in multiple locations and multiple dates around Fulton County, depending on your precinct location. However, they are usually all held during the month of February. STEP 2: COUNTY CONVENTION
County Conventions are held every odd-numbered year, as well as in any year with a Presidential election. Participants to this convention must have been elected as delegates or alternates at their Precinct Mass Meeting. Non-voting guests are allowed, but must sit separately from credentialed delegates. During a convention held in an odd-numbered year, delegates will vote for their county-level party leadership (Chairman, 1st Vice Chair, Vice Chairs [6], Secretary, Asst. Secretary, Treasurer, Asst. Treasurer), who will then serve two-year terms until the next County Convention. As with the Precinct Mass Meeting, all County Conventions will consist of voting for resolutions, as well as voting for delegates and alternates to the next convention. The delegates will be elected to attend the District Convention (Step 3) and the State Convention (Step 4). The County Convention is held in one location, during the month of March. STEP 3: DISTRICT CONVENTIONApproximately one month following the County Convention, delegates will gather for the District Convention. The specific convention a delegate will attend will be based on their U.S. Congressional District. Fulton County is divided into three Congressional Districts, which all overlap with adjacent counties. To attend the District Convention, you must have been elected as a delegate at your county convention. The business conducted is similar to the county convention. Conventions held in odd-numbered years will elect District Executive Committee officers (Chairman, First Vice Chair, Vice Chairs, Secretary, and Treasurer). At all District Conventions, delegates will vote to adopt resolutions. Since this convention is outside of the Fulton County Republican Party, please refer to your District GOP's website for the specific date and further information. |
STEP 4: STATE CONVENTIONApproximately one month following the District Convention, delegates will gather for the GA State Convention. This is a grand convention with over two thousand delegates attending each cycle. This convention may be held anywhere in the State of Georgia, so travel and overnight accommodations may be necessary. To attend the State Convention, you must have been elected as a delegate at your County Convention. The business conducted is similar to the County and District Conventions. Conventions held in odd-numbered years will elect State Executive Committee officers (Chairman, First Vice Chair, Vice Chairs [?], Secretary, Treasurer). Regardless of the year, delegates will vote to adopt resolutions. Additionally, conventions held in presidential election years will also perform the function of electing delegates to the Republican National Convention.
